Bilateral state scholarships are based on educational cooperation agreements signed by the governments of two countries. In Hungary, the national scholarship office is Tempus Public Foundation, bilateral scholarship applications are managed by them.
Please note that your country may also have an agency that is responsible for the bilateral scholarship, and we recommend you contact them for more information.
Eligibility criterias
Any citizen of the listed countries of the Call for Application are eligible to apply.
Please read the eligibility criteria carefully, and pay attention to the factors that may exclude the application, such as: e.g: Foreign citizens residing in Hungary, foreign citizens employed by Hungarian employer etc.
1.Being nominated by the home country
In this case, applicants first submit their applications to their national scholarship office, as required by the office. This national agency will then nominate their applicant at Tempus Public Foundation.
2.Submitting an individual application
If nomination by the home country is not a requirement, applicants simply need to submit their applications directly into Tempus Public Foundation’s online system.
Your bilateral scholarship application can be evaluated with a positive outcome, but it will only become effective together with a successful institutional admission result. Please note that the bilateral scholarship application result is communicated by Tempus Public Foundation directly to the applicants, approximately in late May- early June.

1.step
Study the general infromation about Study in Hungary Bilateral scholarship: Information for applicants.
Read carefully the ‘Call for application for full degree studies” document and study the information about the conditions of the scholarship! Make sure to choose the ‘Call’ aiming at full-degree master level studies!
2.step
Register an account on the scholarship application platform: https://scholarship.hu/ – The scholarship usually opens in December and closes in mid-February, please check TPF’s website for the application dates of the next period.

3.step
Send us the required "Preliminary acceptance letter form" (the template is downloadable from the scholarship website, at the bottom of the page) so we can confirm that we provide the study programme of your choice.
4.step
Submit your scholarship application till 19 February, 2026.
Please remember, that this is ONLY your scholarship application, beside this you also must submit your application to MOME, details are below.
MOME admission procedures
Please note that while you submit your scholarship application for the Study in Hungary bilateral scholarship to Tempus Public Foundation, you MUST fulfill the admission steps and requirements set by MOME. Our application deadline is April 30th, 2026.

For scholarship holders
Once you have been awarded the scholarship (usually communicated by Tempus Public Foundation in early May) you still must continue the MOME admission procedure. Your awarded scholarship will become effective only if you are successfully accepted to your chosen study programme at MOME.
As a scholarship holder you will be eligible for certain benefits, and you will also have some obligations.
Please read carefully the “Call for application document “ to be fully aware of what will be your allowances during the scholarship and what will be your mandatory duties after finishing your studies.
